Though it isn't quite as drastic as the bump in item level given out in the later raids, the gear introduced in later dungeons did help people who came to the game later on get up to speed to attempt those later raids more quickly.

I believe Stockade is a very underrated instance. From levels 23-28 or so it is a great place to level if you can find a good party. If you're tired of doing the same quests, you can actually just camp Stockade and load up on greens/wool to sell. I've made a killing, and BOE blues aren't exactly impossible to find.
